The 11-party alliance today (7 July) submitted a memorandum to Speaker Major (Retd) Hafiz Uddin Ahmad, urging parliament to take immediate steps to implement the 12 February referendum verdict, expedite the trial of those responsible for the July massacre and advance a series of state reforms.
The memorandum was handed over by a delegation led by Jamaat-e-Islami Secretary General Mia Golam Parwar.
Earlier in the day, the alliance formed a human chain on Manik Mia Avenue in Dhaka. Family members of those killed during the July movement, injured victims and participants in the uprising also joined the programme.
In the memorandum, the alliance expressed concern over what it described as delays in implementing the referendum verdict and carrying out the reforms outlined in the July Charter.
It also said progress in bringing those responsible for the July killings to justice had fallen short of public expectations.
The alliance warned that prolonged delays in ensuring justice, accountability and institutional reforms could undermine the sacrifices made during the July movement, weaken public confidence in democratic institutions and contribute to political uncertainty.
Among its six demands, the alliance called for the immediate formation of a Constitutional Reform Council to implement the referendum verdict under a clear, time-bound roadmap.
It also urged the government to ensure a swift, impartial, transparent and exemplary trial of all individuals allegedly involved in the July massacre, including planners, instigators and collaborators.
The memorandum further called for constitutional, legal and institutional reforms aimed at strengthening the rule of law, human rights, accountability, good governance and justice in line with the aspirations of the July movement.
The alliance also demanded state recognition, rehabilitation, medical treatment, compensation and other necessary support for the families of those killed and those injured during the movement to ensure they can lead dignified lives.
It also urged the authorities to preserve and promote the history and ideals of the July movement through institutional initiatives, including research and educational activities for future generations.
The final demand called for opening the July Mass Uprising Memorial Museum to the public by 5 August 2026.
